Introduction
~~~~~~~~~~~~
This is a concise form of the complete manifesto which is fully described
in the Universal Creative Direction's 'The Manual for the Economic Management
of Earth'.
This version has been adopted from that for the Elections of 1992 to set
out the main points of the British Creative Direction (BCD) in a state of
responsibility for the economy.
Though it has over its many publications its has established the nature
of the British Creative Direction the actual transition from the present
economy to that controlled by the BCD has to be set out in some detail
especially concerning what seems to be the main topic of this election - taxes
and the responsibility of the Government to its people.
History
~~~~~
The European National Creative Workers' Party (ENCWP) was established in
London in 1972.
As a shortened name the ENCWP was referred to as the Creative Party.
Its members spread thinly over Europe developed the ideas of the party.
In this 20 years the ideas have been developed and refined to produce the
economic and ethical system qualified to establish itself as the way States
will organise themselves for the foreseeable future.
In the early 80's the Creative Party established the Creative Directions
to manage the new enterprise units the Creflexes.
Creflex derived from CREative FLEXibility operate within the basic
creative value (bcv) system of the Creative Direction.
The Creative Party still maintains responsibility for the development of
the party philosophy, but it is the Creative Directions that are the essential
day-to-day force of the Party.
As the Creative Directions have their own enterprise systems and the
Creative Party through Creflex Metaphysica Empirica (CME) provides it with its
own spiritual and moral inspiration - it was seen in the late 80's that the
actual body for running the country - the Houses of Parliament were inadequate
to complex modern demands on representation.
The New Forum for the Leadership of the Country
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
For some time the Houses of Parliament has been seen as merely an arm of
the business community - it is so dominated by the economy that it has no base
to deal with any of the really serious matters that faces the development of
life.
It has also been perceived as by the mass of the population in being
itself especially reluctant to deal with the real problems of business abuses and corruption with its overspill
into the law of the land.
The serious weakness of the Parliament especially in the times of a very
weak Church is the lack of any basis to set out a moral leadership for the
country.
In a state without a bill of rights we have the continual process of
abuse of individual rights.
We expect the Houses of Parliament to remain as a business forum while we
manage the overall moral development and the integration of the new enterprise
system with the moral fibre of the nation.
We do not believe that the strengthening of the Houses of Lords or in any
way allowing the old aristocracy with some responsibility for the moral
development will be supported by the population as a whole.
For the long term we also believe that the monarchy has lost most of its
claim to provide moral leadership - a family that spends most of its time on
the ski slopes and in the Caribbean is only leadership for a consumer mad
society.
We are also concerned about the duality of some of the promotion of blood
sports and the leadership of the wild-life preservation - this does not really
provide a suitable example of leadership.
Over the last few years we have seen the Laws of a society without a
constitution and a bill of rights revealing a state that simple serves the
rich, it was their greatest leader M.Thatcher who showed the in Britain
'there is no such thing as society'.
The law of this land is the language by which the rich control the poor,
it is only through the sort of over-confidence and arrogance that led to the
fall of M.Thatcher that has revealed the abuse.
The new set of laws have to based on a moral and ethical direction.
This new forum for the eventual organisation of the country was
established in 1988 - SuperHouse.
SuperHouse has the profound moral and spiritual base to provide the
leadership and evaluation that can guide society through to the new social
stability.
This election has shown its main concern
with basic taxes and the economy.
The Economy
~~~~~~~~~~~
Maintaining the books of the nation means making sure that they balance
and that the taxes are used for the good of the society.
We will set out here the general reforms that will lead to a substantial
reduction in taxes while implementing a development to the economic system of
the Creative Direction.
One of the main means of revenue for the Government comes from the very
high fuel and road taxes, for many
years this has been far in excess of what is actually invested in the road
system.
Furthermore as the use of cars has increased and so has the global
warming - this is a fact - three of the last four years (temperatures
throughout the year ) have been the hottest on record - global warming exists
and could get out of control without any warning - consequently any government
must see as its first responsibility to reduce amount of unnecessary car use,
as the long term direction is the reduction of the amount of transport then
building of new roads will be unnecessary - in fact it should be possible to
dig up some roads as was done with the railways some years ago - we will simply
have maintenance of existing roads while all the taxes gained from road
transport can be used for social benefit.
There was a time when Britain itself was 'heaven' full of pristine rivers
and beaches and a wide range of wild life and vegetation, and surrounded
by a sea full of fish.
Now we have hot weather and a sea too polluted to swim in.
We do not want to spend our time pointing to Brazil etc ,but we have to
make changes here.
Anyone who has travelled the world will know that in natural conditions
these islands support one of the widest ranges of wild life in the world.
The process of reconstructing and maintaining real wild areas has to be
managed from the Government with a clear notion of the requirements.
It is the intention of the British Creative Direction to restore this in
the name of our cultural and religious base.
We will promote the new recreation areas such as Golf courses as not to
provided at the expense of existing nature areas but will be only constructed
in areas that need to be 'saved' - eg. old coal areas, now disused formally
extensively farmed areas.
With our restricted space we will not be promoting the increase in the
population of this country, we will curtail immigration - it seems somewhat
ridiculous that this small island should take so many people from areas of the
world which already have massive over-population problems.
In fact we have no room - we will want to reduce the amount of taking of
green land for building especially while large areas of cities are being left
derelict - most new houses will be replacement buildings for those unsuitable
for modern life -there is no point in covering this country with roads and
buildings - this would strongly reduce the range and value of life.
It is our aim to return to nature those farm areas that become unused
because of trade imbalance.
Education
~~~~~~~~~
Recession means something is wrong with the economy - and a recession as
deep as the present one means that not just something is seriously wrong but
that many things are wrong.
That change is managed through education and training.
The integration of the higher education system with the enterprise system
is the basis of the policy of the British Creative Direction.
The first priority will be to reorganise those bastions of social ritual
the Universities - they have had their day as the main places of invention and
exist mostly as places for social parasitism.
The maintenance of the historical base of our society can be managed in
museums rather than using up vast areas of centres of cities in a pretence of
providing educated people for modern society.
Social Services
~~~~~~~~~~~~~~~
Just as we have the Creflexes for the enterprise system we also have the
Creflex-Unities which directly serve the society.
These Creflex-Unities will provide for the development from the present
turmoil of private or public system into the new enterprise system with direct
support from the State.
The Creflex-Unities will save considerably administrative cost by largely
removing the need for a massive army of civil servants as they will become a
part of the Creflex-Unities.
This is a natural development of the implementation of the Creative
Directions - they will de-centralise the nature of Government and bring the
essential control of these services within the realm of the people who need
them most.
Our place in Europe
~~~~~~~~~~~~~~~~~~~
The British Creative Direction is one of many in Europe each tying up
with the European Creative Direction.
As the Creative Directions were developed by the ENCWP it was clearly
within the needs of a developing Europe and its growing federalisation into
ethnically cohesive units.
The Creative Directions do not support the concentration of the EEC
ideals or the development of the Treaty of Rome into an organisation based
simple on business.
As Europe and the World is in need of a strong moral and ethical
leadership, and business has no aim nor is it qualified to produce this
leadership, then we will push for the development of a moral leadership for
Europe inherent in the ideas of the Creative Directions.
The individual Creative Directions of Europe maintain the identity of the
separate areas of Europe - also maintaining a block against the business
tendency to make all areas similar in its own interest - as any visitor to the
US will know - as we are building a new large state then we should learn from
the mistakes of others.
Although there is a movement towards smaller national regions of Europe
e.g.Scotland -- we are still operating
from the viewpoint of Britain and its is up to us with our history of saving
Europe from Nazism, and the fact that we are the only undefeated nation in
Europe that we take a strong responsibility for the future leadership of
Europe.
The fact that the Creative Directions are really products of the
ENCWP so essentially it is a European
Party, then we are not interested in taking the nonsense distributed from the
un-elected council of Ministers in Brussels.
This organisation is merely operates as an attempt to standardise the
whole of Europe to make it easier for business to standardise it operations in
an attempt to push it to the one homogenous place as in the USA.
We are opposed to this - we see the promotion of the ethical areas of
Europe making up a continent containing a very wide
range of life-styles and cultures.
While Brussels and the Rome treaty has provided a first step to European
Unity - to make a European sate we have to operate at a more profound level
than making silly rules about beer and sausages.
It is up to Europe to provide the new leadership for the World in
building the new cohesion of the enterprise system with the spiritual base as
provide by the Creative Direction.
As will be seen from the new economic system of the BCD the emphasis of
the enterprise system will be the general development of products in line with
the moral and spiritual growth providing the base for a new religious
pragmatism and stability suitable for providing guidance in a World in which
our power is now the might.
The Nature of the New Religion
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
We are being faced by the destruction of our environment - this is not an
exaggeration - our economy has to come to terms with new restrictions - the
religion of the exploitation of the natural resources as the source of Wealth
is over - we now have the development of the pragmatic ideas of the Creative
Direction forming the basis of a new code of behaviour - a new religion for our
time.
We have seen the business under the pressure of the Greens -simply use
this as a means to sell - they have had their chance to show responsibility -
but a system whose only sense of evaluation is the ability to make a profit
according to an archaic and discredited system of values.
The British Creative Direction with its development of the new economy
linked to a moral and spiritual leadership will provide the basis for a system
that is able to operate within the restraints of the new environment and
provide the means for the development of the new nature of Wealth and the new
evaluation system.
In our new evaluation system wealth is expressed in terms of the real
value of the environment - not merely the ability to plunder it, and it is
expressed terms of the ability to create and widen the range of existence
rather than the ability to spend more time shopping than anyone else.
As these concerns and systems develop so will the nature of trade - this
recession will probably seen the end of the great consumer driven society -
survival and that system are incompatible.
We will then be faced with setting up balanced relationships with our
trading partners - especially Japan.
We will concentrated on building up the production of most of the goods
we require - it is the unnecessary transport of goods from one side of the
Globe to another that is a major cause of our environmental problems.
Conclusion
~~~~~~~~~~
It essential that we co-ordinate our enterprise system with our
World-view and Religion - this is the basis of the policy of the Creative
Direction.
Without a serious leadership and clearly defined aims and the
organisational structure to manage it - we are at the whim of the 'fast buck'
and no amount of 'green consciousness' or other 'environmental protestations'
has come anywhere near tackling the disintegration of our living space.
It is the Creative Direction that provides the means to work within the
range of life possible and to enhance the quality of life.
It will now take a force of nature through the religious base of the
Creative Directions with its new evaluation of the real wealth in the World and
its translation into a new culture.
